Public shop in spawn

I am applying for a public shop in spawn.

The shop would be a building that normal players can apply to set up shop in spawn.

This would work well because only the admins and the person whose shop it is would be ale to break, edit or open the chest.

Players could either pay for a spot in the building or apply for it, the method of how you can get a shop could be decided on later on.
